As of July 1, 2005, new notary education requirements were enacted by the State of California. New or Renewing notaries must complete six-hour course of approved study before receiving their notary commission.

Separate four-year commissions are issued for each term of office, and the same basic procedures are followed whether applying for a new commission or for a reappointment. Applications for reappointment (commission renewal) are accepted not more than 180 days prior to the expiration of an existing commission, nor more than 6 months following the expiration of a prior commission. Effective on January 1, 2008, new and renewing notaries are required to pass a criminal  livescan background check. Also, notary-applicant is required to submit with  his or her application a 2"x2" passport photo.
